Peter Cullen

Peter Cullen is a Partner in Dentons' Capital Markets practice, specializing in Capital Markets Law. Based in Dubai, he advises issuers and underwriters on the full range of international capital markets transactions, including Reg S and 144A debt issuances, liability management exercises, structured notes, and repackagings, with a particular focus on Shari'a-compliant transactions.

Peter has spent eight years in the Middle East and has advised on a number of landmark transactions, including the first Ijara sukuk following the adoption of AAOIFI standards in the UAE, the first UAE AT1 product following the implementation of Basel III capital guidelines, and the first SOFR instrument issued in the Middle East. He also advised on the conversion of a conventional bank to Islamic form and the establishment of novel Islamic structured note and repackaging programs. Prior to joining Dentons in 2026, he worked in the Dubai office of a Magic Circle law firm.

He is a Solicitor of the Senior Courts of England and Wales, having qualified in 2015.
